With a final hearing regarding the acceptance of a new series of rules governing the operation of slot machines coming up on March 23rd, Broward County, FL pari-mutuel operators should have much to be excited for. The new rules - set forth in a 116-page rule book - have been revised since the approval of slot machines by voters in Broward County, and now include provisions that were left out beforehand. The new provisions give pari-mutuel operators much sought after allowances, such as not requiring operators to forfeit card tables in exchange for slot machines, as well as permitting operators to give away comps such as free meals and hotel room stays. This was a big step from the previous version of rules, which gaming operators were displeased with overall. In actuality, the two aforementioned benefits were prohibited in the original set of rules, which is precisely why both gamblers and gaming operators began openly protesting and citing that the state of Florida was exercising too much authority in the matter. When the Department of Business and Professional Regulation holds a final hearing in Tallahassee regarding the rules, suggestions and legal challenges can be brought forth. However, if no warranted and reasonable objections are made, the rules will be enacted and will go into effect thirty days thereafter. At that point in time, the four different pari-mutuel operators in the regulated area can apply for licenses that would would grant them the right to operate slot machines. This could mean that some tracks will be up and running with slots by late Summer. Considering the second draft of rules was created by the Division of Pari-mutuel Wagering since only last Winter (via numerous public hearings in which the Division worked harmoniously with gaming industry professionals), great progress has been made in bringing slot machines to South Florida. Regular visitors to Dania Jai-Alai, Pompano Park Racing Track, Gulfstream Park Thoroughbred Track, and Hollywood Greyhound Track will be seeing slot machines on the betting floor in no time at all. |
