Governor Schwarzenegger created a lot of controversy in
California when he signed the compact for slot machines to remain exclusive
for the tribes in the state. The opponents though aren’t willing to accept
that the slot machines compacts are a done deal yet. On the opposition, the
racetrack owners are lobbying hard against the exclusivity of the slot
machines, and the labor unions are also lobbying against the slot machines
compacts.
In an effort to sort out all of the controversy surrounding the slot
machines the opposition and the tribes are all converging in Carlsbad at the
La Costa Resort where an informational conference is being held.
For the opposition, they do have some valid points about the negative
effects the slot machines compacts will have. The racetracks claim that the
slot machines at the reservations take money away from the racetracks.
Because of the appeal of slot machines gambling, the racetracks fear they
will see a sharp decline in gambling revenue which will result in smaller
purses and the eventual demise of the racetracks all together. Because of
the exclusivity of the compacts, without slot machines to offer at the
racetracks, they just cannot compete.
The Labor Unions are also against the slots compacts because they want the
retain the right to get employees to join the unions. With the way the
current compacts read, the unions have to be secret ballot rather tan the
“card check” system they would prefer to recruit labor employees.
And for the tribes, they are looking at limited exclusivity in surrounding
counties rather than exclusivity for all of California.
