Slot Machines Change in PA

The long awaited legislation has finally passed through the Senate with approval for the amendment to Act 71 which legalized slot machines in Pennsylvania. Since the Act was passed in 2004 there have been many requests and bills written to further regulate the slot machines. The amendments though have always bounced between the House and the Senate with no agreement on the bills. One branch or the other would always make changes to the bill that the other did not agree with.

Now however, both branches agreed that the slot machines were in desperate need of further regulations so the House passed a bill that was then sent to the Senate with high hopes that this would be the last round. And thankfully the slot machines amendments are passed—the Senate spent several hours discussing the bill in privacy before emerging with unanimous approval of the new legislation.

The amendments varied in their importance but all were relevant to the slot machines industry in Pennsylvania. One of the more important amendments dealt with reinstating local zoning control over the slot machines in both Pittsburgh and Philadelphia. The local officials were not happy with the previous legislation that gave slot machines zoning control to the Gaming Control Board. Now Pittsburgh and Philadelphia have control over their casino zoning.

Additionally, Allegany County now has the right to regulate smoking at its stand along casino that operates slot machines. And the big debate that now has found resolution is the Pennsylvania middlemen. What was once an attempt to avoid corruption had to be dealt with by the Senate because of the apparent abuse from some politicians.
