By now Ohio voters are well aware of the slot machine
issue facing them at the ballots next month. The Ohio Learn and Earn
campaign has bombarded Ohio voters with TV and radio advertisements
stressing the importance of slot machines to bring scholarship money to
students. Basically the Learn and Earn campaign is asking voters to pass
Issue 3, or more specifically the constitutional amendment that, if passed,
will bring over 31,000 slot machines to Ohio racetracks.
And even though there are many opponents to the slot machines, the amendment
really does propose bringing a significant amount of money to scholarship
funds. The breakdown of billions of dollars in slot machine revenue is as
follows: 55% to the operators, 30% to scholarships and grants, 15% to the
local governments and gambling addiction services. Proponents stress to
voters the substantial portion of slots revenue going to education.
Opponents though have major concern of the “monopoly” this amendment will
allow. The thousands of slot machines will be divided between seven specific
racetracks around Ohio, with two of the seven located in Cleveland—a
decision that has many wondering why the amendment favors Cleveland. Other
opponents cite moral reasons, or they accuse the racetracks of using the
slot machines merely as a way to increase business.
So what should concerned voters think about Issue 3? Basically each voter
has to weigh the potential dangers like slot machine gambling addictions
against the obvious benefit to higher education.
