Two Russian Bills Cause Debate

The gambling and slot machine industry has taken off in Russia and as a result the Russian government is quickly trying to enact legislation that will still allow the gambling and slot machine industry to positively affect the economy, while limiting the negative affects casinos can have on neighborhoods and communities. Recently there were two very similar bills sitting in the lower house of the Russian parliament waiting for approval. Both of the bills seek to place restrictions and limitation on the gambling and slot machine industry. Only one of the bills, however, has the support and lobbying pressure from the gambling and slot machine industry.

The initial bill had lawmakers hesitant to approve it though the gambling and slot machine industry were definitely lobbying hard for its approval. Once the lower house found out that Russian President Vladimir Putin was submitting a competing bill, the Russian parliament rejected the first bill to make way for Putin’s new bill. Putin’s bill though similar in nature to the initial bill, varies on the specific details and restrictions that will be placed on the gambling and slot machine industry. Below are a few of the restrictions the proposed bill will require of the gambling and slot machine industry as of July 1, 2007 if the bill passes:

• Casinos must have net assets of at least 600 million rubles
• Casino must have an area of 800 square meters
• Slot machine parlor must have an area of 100 square meters
• Slot machine parlor must contain at minimum 15 game tables and 45 slot machines
• As of 2009 the casinos and gaming outfits must be located in areas approved by the Russian government.
• Gambling and slot machine casinos cannot employ or sell services to minors under 18 years old.
• Only one casino/slot machine parlor/gambling house per 200,000 people
