Guam's Proposal B

Proposal B is the latest effort of the Committee to Revitalize Tourism in Guam. This slot machine proposal has made it onto the Nov. 7 general election ballot after heated innuendo that the signatures used to show support for the ballot were largely forged. Fortunately the support for slot machines at the Guam Greyhound Race Park seem genuine—only one signature was proven forged.

The Proposal B, or more specifically, the "Initiative to Revitalize Tourism in Guam and Generate Revenue for Health Care and Public Education by Allowing Slot Machine Gaming," focuses on bringing slot machines to the dog racing track as a way to help the local government subsidize healthcare costs, pay for education, among other activities that generally benefit the citizens of Guam.

In the proposal, it is specifically stated that 10 percent would go to the government in the form of an annual tax on the slot machines. And for those with gambling concerns, the proposal also states that the slot machine’s will be capped at $5 token denominations.
